At least 43 states expected to partially reopen despite death toll continuing to rise

Many states are beginning to lift their stay-at-home orders and reopen restaurants, stores and other public spaces. Caitlin Rivers, a senior associate at the John Hopkins Center for Health Security, testified on Capitol Hill about the pandemic response.
