Sterling Construction Inc.'s shares are headed for the biggest two-day gain since March 2015 on speculation that Tropical Storm Harvey will lead to more work for the Houston-based contractor. Sterling builds water, sewer and flood-control systems, along with roads, bridges and airports. The rally helped the stock recover from a decline earlier this month, which followed disappointing full-year forecasts.
