Add the remaining tbsp of olive oil to the Dutch oven. Add the chopped onion and minced garlic and cook until softened, about 3-5 minutes.
Pour in the beef broth and water, and add the dried thyme and rosemary. Bring the mixture to a boil, then reduce the heat to low and let simmer for 10 minutes.
Add the browned beef, carrots, and potatoes to the pot. Stir everything together until the beef and vegetables are coated in the broth mixture.
Cover the pot and transfer it to the preheated oven. Bake for 2 to 2 1/2 hours, or until the beef is tender and the vegetables are cooked through.
Remove the stew from the oven and let it rest for a few minutes before serving. Ladle into bowls and enjoy!
