Russia Wouldn’t Be THIS Angry If the Graham Bill Was Toothless

I examine what the newly enacted Graham sanctions law actually does—and why Moscow, China, and India are reacting so sharply. The law moves major elements of the Russia sanctions regime from executive orders into federal law, requires an initial administration review by October 18 and recurring reviews every 180 days, and expands potential targets across Russian state firms, banks, defense suppliers, energy projects, and the shadow-fleet infrastructure.

I break down the possible exposure of Gazprom, Sberbank, VTB, Rosatom, Yamal LNG, and Arctic LNG projects, as well as tariff authorities of up to 500% on Russian imports and up to 100% on certain third-country exports. The decisive issue is implementation: Treasury’s methodology, initial designations, and use of waivers will determine whether this law meaningfully raises Russia’s costs and strengthens Ukraine’s position in ceasefire negotiations.
