The investigation is over.

The agents have traced the evidence, argued over what it means, and prepared their recommendations for the Program. All that remains is to hand over the report and let someone higher up the chain decide what happens next.

To the Program, this is a question of timing. To the agents, it is a question of what happens while they wait.
