Elisa Ferrerira - Priorities for EU Cohesion Policy in Ireland post-Brexit

In her address to the IIEA, Commissioner Ferreira outlines three main priorities of the EU’s cohesion policy with respect to Ireland. Firstly, she assesses the measures that the EU can take to support Ireland as it transitions to net-zero emissions and seeks to incorporate a greater share of onshore and offshore wind in its renewable energy mix. Secondly, the Commissioner addresses the social consequences of Brexit for Ireland and considers the role of the future ‘Brexit Adjustment Reserve’. Finally, she emphasises the European Commission’s determination to facilitate the early start of the PEACE Plus Programme between the Republic of Ireland and Northern Ireland. About the Speaker: Elisa Ferreira is the European Commissioner for Cohesion and Reforms. Prior to her appointment in 2019, Commissioner Ferreira served as a member of the board of Banco de Portugal – the Portuguese Central Bank – where she was Vice Governor from 2017-2019 and representative of the Supervisory Board of the Single Supervisory Mechanism from 2016-2019. Previously, as Commissioner Ferreira was a member of the European Parliament between 2004 and 2016. She has held several cabinet positions in the Portuguese Government. She served as Minister for Planning from 1999-2002; Minister for the Environment from 1995-1999; Executive Vice-President of the Porto Industrial Association from 1992-1994; and as Vice-President of Portugal’s Northern Region Coordination Commission from 1988-1992. Professor Ferreira holds a PhD in Economics from the University of Reading.
