In his address to the IIEA, Pēteris Zilgalvis outlines how the European Commission is taking a holistic approach to blockchain. Mr Zilgalvis explains the role of the EU Blockchain Observatory and Forum, which is a European Blockchain Partnership of 29 countries. He makes remarks on the importance of creating a European Blockchain Services Infrastructure and the role of regulatory sandboxes. He also discusses standards and legislative initiatives on cryptoassets, smart contracts, data, and Self Sovereign Identity.
About the Speaker:
Pēteris Zilgalvis is the Head of Unit for Digital Innovation and Blockchain in the European Commission’s DG CONNECT and is the Co-Chair of the European Commission FinTech Task Force. He was previously a Visiting EU Fellow and Associate of the Political Economy of Financial Markets Programme at St. Antony's College, University of Oxford. From 1997 to 2005, he was Deputy Head of the Bioethics Department of the Council of Europe. In addition, he has held various positions in the Latvian civil service in the Ministry of Foreign Affairs and the Ministry of Environment.
