That's right, the Cardassian border dispute that Captain Picard thought they had resolved in Journey's End turns into a bigger problems for the actual colonists in DS9. Surely Sikso's old friend that shows up in this episode won't end up being secretly part of the Federation resistance movement named after the French Resistance during Nazi occupation in WWII, right? Right?!
