Arising from psychological immaturity in judging one's own actions, guilt opens up an abyss between what is done and what should not have been done, cruelly punishing those who suffer its persistent persecution. The phrase "it's all water under the bridge" means that something is in the past and no longer important or relevant. Like water flowing under a bridge continues on its course, the mistakes we have made in the past cannot be changed. We are urged to get out of feelings of guilt and instead address and correct them, learn from them, become self aware.
