Why A Proposed Marine Sanctuary Could Make History

More than 5,000 square miles of central California coast could soon become the newest national marine sanctuary in the United States. It could also make history as one of the first federal sanctuaries to be initiated by a Native American tribe—the Chumash—and become part of a growing movement to give tribes a say over the lands and waters that were once theirs.
