Rey's Thoughts As She Shoots Force Lightning [CANON]

In Star Wars Episode 9 The Rise of Skywalker, we see Rey use the same move as her Grandfather, Palpatine. Force lightning is in her nature, and she drew upon the powers within her to show it.

The Rise of Skywalker novelization by Rae Carson goes over her thoughts as she was about to use the force ability, and what emotions she drew from within herself. It makes me wonder if Kylo could have used this power, too? Why, why not?
