Why Did a Map to Luke Skywalker Even Exist? Star Wars Explained

In Star Wars The Force Awakens the entire movie's premise is to find Luke Skywalker, where Kylo Ren (First Order) has one half of the map, and the Resistance (Rey, Finn, Poe, Leia, Han, Chewie) have the other half which resided in R2-D2 and BB-8 once it was taken from Kylo.

Why did a map even exist if Luke Skywalker wanted to stay hidden? Who created it? How? Where? What? Where (already said that) and Whom?????
