Why Obi-Wan COULDN'T Force Heal Qui-Gon but Rey can Heal Kylo - Star Wars Theory

When Rey healed the snake and then Kylo Ren, it brought some questions regarding the rest of the Jedi in Star Wars prequels and originals. Why didn't Anakin heal his mother? Why didn't Obi-Wan heal Qui-Gon Jinn? Why didn't Luke heal Vader? Did they not possess this power? Why not? Or if they did, why couldn't they use it?
