Will Ian McDiarmid Return as Sidious? Or his new Vessel? (I hope Ian McDiarmid) - Star Wars Theory

In the D23 footage that we got, we heard Sidious, however, it wasn't Ian McDiarmid, at least I don't think. Why? Also, why did Lucasfilm use a Sideshow Hot Toys statue of Sidious/Palpatine?

I think it's because...we won't see Ian McDiarmid in the film...I hope I'm wrong for once.
