When we're afraid, we try to control the situation first. That leaves us defaulting to the law, which can't save us. It only serves to highlight the problem more. When the church is afraid for her youth, it's easy to make youth ministry all law too. But when we're afraid, we need Jesus to tell us "do not be afraid" and then give us the gospel.
