Tier List Navy Stats

This is the last and final part of a three part series tier listing (and partly explaining) navy stats in HOI4.

We will start the episode with a summary of the previous two parts, giving you an overview of where we are at with the tier listing.

What we do in this series is to go through the base stats for navy and tier listing them - i.e. the stats you'll find in the ship designer. (we might do a bonus series regarding all additional stats later).
