Confusion in Texas as border law zigzags through courts

The controversial Texas immigration law that was on hold, then not on hold, then on hold, could soon be not on hold again. An appeals court today weighed whether state authority should have the power to arrest and deport anyone the United States illegally given that immigration is typically a federal enforcement issue.
