Trump orders nuclear weapons tests as he meets Xi

Minutes before meeting Chinese President Xi Jinping, Donald Trump ordered his military to carry out nuclear weapons tests. 

These were the first such tests the US conducted since the end of the Cold War.

Is this just a show of strength or real escalation of tension between the two true world superpowers?
