Moiraine tests Faile's mettle to verify she's the falcon Min saw, and whether she's pulled into Perrin's web. Although, Moiraine is as furious as an Aes Sedai gets, everyone is stepping lightly around her. Shortly after he party arrives in Illian, Moiraine allows Faile into her group. Moiraine makes her swear to obey her, and be satisfied with knowing only what she tells Faile about what they're doing. Now, Faile is part of it too, whether she wants to be or not.
