The future of the Supreme Court is on the ballot, as Kamala Harris declines to rule out adding new justices, while endorsing vague "reform." What might that look like? Democratic Sen. Ron Wyden's legislation would alter recusal rules and expand the court to 15 members. Sen. Sheldon Whitehouse's bill would let lower judges investigate public "complaints" against the justices.
